Transparency in PTK result please!

Yesterday, i was handed this. It is the result for the PTK test I sat for in March. I already knew my result through sms the day before.



Tear open the perforated sides and you'll see the table explaining the level of competency.

Level IV = 80% and above = Pass/Exceeds level of competency at excellent rate.
Level III = 60% - 79% = Pass/Exceeds level of competency
Level II = 50% - 59% = Conditional Pass
Level I = 49% and below = Not achieving level of competency

Here is my wretched result after the 3rd attempt:


The footnote says, "Officer may improve performance to a higher level by resitting specific competency". That's another resit for Paper 2 in August.

This is going to be the scenario until I pass the paper at level IV. What the heck! For all I know, the Examining Board or some higher authority has applied some sort of quota for those who pass at Level 4. You know, it all comes down to RM! What I want is transparency in stating the marks I get instead of branding it under Level I, II, III or IV.

CUEPACS wants PTK to be abolished? Then what? Do you expect us to queue up and wait for our turn to attend courses? How are you going to assess competency just by attending courses? Who gets to attend the course first? Will there be a test at the end of the course? After beating around the bush, you'll return to point 0. So, why don't we just keep the PTK but make it more transparent.

Latest news: In response to Cuepacs demands, among others the Prime Minister said the written test for Grade 1 to Grade 16 officers under the civil service Efficiency Level Assessment (PTK) would be discontinued and that the test will be improved from time to time.

P/S: I'll be forced to go away on a one-week course starting tomorrow at some isolated area to be brainwashed by some goons coz they found out I've been talking crap here. So, wish me luck that I'll come back beaten but not broken. Adios amigos.. tra la la..
